forming plurals

Where are the rules for forming plurals discussed?
I came across something that said we simply add an 's' to a word ending in 'y' to form the plural if there is a vowel preceding the 'y'. If there is a not a vowel before the 'y', it is changed to an 'i' and then we add 'es'.
Examples: donkey(s)
penny(ies)

You submitted a great question. Example words and explanations for each type of plural ending are given in the Teacher's Guide at each grade level. They are in the planning section in the writing objectives of the lesson plans.

The method for forming plurals is given when that particular word comes up in the list? Is that what you are saying?

You have a good question. I think you are referring to spelling rule 24 on WRTR page 225.
Plurals of nouns and pronouns are in the writing objectives. Spalding also has posters that can help in making the concept of plural more concrete. They are part of the parts of speech poster group.
